There are tools available for free to assist in troubleshooting permissions problems...

www.sysinternals.com
Of particular interest are:

filemon : monitors the file system and all file accesses. This is useful for determining what rights are needed on a file, or why an application fails due to an access denied or file not found error.

Regmon: Similar to filemon, but monitors the registry.


These are found under the system utilities/processes & threads link on the left frame.
