I cannot find whether VDSINOUT.DLL is re-distributable for free. Does anyone know if you have to pay to re-distribute vdsinout.dll?

Many people have been distributing this extension with their scripts already, without paying for it. It seems to be even impossible to reach to author Peter Jacob at all anymore. It's listed at VDSWORLD as "freeware" and I think this is also unconditional so it is also freeware for commercial scripts.
