If i am on a LAN and I have a proxy server running, can VDSIPP.DLL download files from the internet via the proxy server??

eg.
internet http,create,1
internet http,proxy,1,192.168.0.1,4480,nathan,password,2
internet http,download,1,http://www.mywebsite.com/demo.txt,c:\demo.txt
