I haven't tried this, but you can maybe clear the following registry key(s) and then use the code
window send,#WorkerW,@key(F5)

You can open the Display Properties window from VDS and
change the wallpaper immediately:
Shell Open,Control.exe,desk.cpl
Someone else may know a better way to do this.
